Use this operational evaluation matrix when assessing applicants for the Spring Watershed/Fire Defense and Agricultural Research cohorts, ensuring compliance with BOLI training thresholds and external grant guidelines.

1. Core Prerequisites (All Tracks)

Baseline mandatory compliance for all incoming participants.

Age & Availability: 18+ years of age (or approved youth corps/work-study equivalent), able to commit to 10–15 hours/week for the spring term. Portal Registration: Active profile created in the AFTI portal with emergency contact and basic skill telemetry logged. Agreement to Terms: Signed acknowledgment of the code of conduct, field safety guidelines, and stipend distribution rules.

2. Track A: Watershed, Remediation & Fire Defense (10 Slots)

Heavy stewardship, chainsaw operations, park firewood processing, & wildland training.

Physical Preparedness: Ability to meet foundational physical fitness benchmarks for field forestry and trail work (carrying 30+ lbs). Safety Compliance: Agreement to undergo mandatory tool safety, PPE, and mechanical handling protocols. Priority Weighting: Local veterans, at-risk youth, or individuals transitioning from under-resourced housing building a forestry resume.

3. Track B: Agricultural Research & Shared Harvest (10 Slots)

Soil telemetry, bed prep, crop research, and community food-share distribution.

Aptitude for Data & Tending: Demonstrated interest in botanical systems and data hygiene (logging soil temp, pH, moisture). Community Focus: Commitment to participating in the 10% community food-share harvest distribution model. Priority Weighting: Individuals seeking micro-farming experience, agricultural careers, or work-study credit alignment (e.g., LBCC).

4. Stipend Disbursement Compliance (WIOA / Grant Funded)

Ongoing requirements to maintain active stipend eligibility during term.

Attendance Threshold: Maintains at least 85% attendance across scheduled field days and training modules. Portfolio & Hour Logging: Actively logs hours and completes assigned module check-ins within the portal ledger. Safety Record: Zero major safety infractions during field operations or equipment handling.
